**Jira Ticket**: ALCS-2516
**Description**: As someone paying for my NOI, I want to know if my payment was unsuccessful and I want to try again. If I try again and again but it still doesn't work, I need to go back to the Portal.
*Acceptance Criteria*
* handle unsuccessful payment
** card expired, etc
* show errors on data entry
* give user option to try again (if possible)
* redirect to Portal somehow
