Matomo Web Analytics Pod failing

**Describe the task**
The Matomo Pod for Web Analytics was experiencing a config error.

Referencing the latest tag for the base image. We may be pointing at a breaking version that was pushed up.

We could rebuild and then redeploy to prod to see if a newer version of latest has been pushed.

But seeing as this is related to web analytics and we don't currently have an SO trying to access these analytics, I don't think this is a crucial issue.

I have scaled down the pod.

The matomo-db pod is still running. We could port forward and check out what analytics exists to see if there is anything of value.

**Purpose**
A conversation will need to be had with a new SO regarding the web analytics and at that time we can push an updated build to prod.
