Add Option to EFN Risk Assessment (Highest #1)

**As a** WALLY user **I want** an option to use either Water Survey Canada (WSC) station or WALLY generated flow estimates in the EFN risk assessment **so that** I do not have to manually copy the data into Excel.

**Acceptance Criteria**
- [ ] Given a WALLY user accesses the EFN risk assessment, when they have the option to use WSC station (or WALLY generated flow estimates) then they will be able to analyze
based on WALLY MMD/MAD as well as WSC Station MMD/MAD, comparing the associated EFN risk levels without manually copying the data into Excel

**Additional Context**
- This would use CDOGS Excel export
- Include an option to use either WSC station or WALLY generated flow estimates (or other?)
in the Environmental Flow Needs risk assessment, or compare EFN risk results based on the 2 data sets (using the same watershed areas). I am currently copying the data in the Hydrometric Stations tab into Excel, and conducting the analysis based on WALLY MMD/MAD as well as WSC Station MMD/MAD, comparing the associated EFN risk levels)
- Water Survey of Canada – these are hydrometric stations with discharge/flow data that the WALLY EFN tool provides a data summary and graph in one of the tabs
- this option may be something that's already in progress and incomplete in WALLY...?

- Tool for analysis = Analyze surface water availability
- Hydrometric Stations - uses "modelled data" - wants ability to use real data
- Want both sets of data (modelled and real data) exported - Mean Monthly Discharge, P10, P90
