add column in export to have quantity in Wally converted to m3/sec

**As a** *(User Type/Persona)* **I want** *(Feature/enhancement)* **So That** *(Value, why is this wanted, what is the user trying to accomplish)*

**Additional Context**
- currently the data appears as m3/year, m3/day, and m3/sec. as for water licenses the different purposes uses have different units of measure on a license document
- this work is to add a column where the unit of measure is all the same, while maintaining the differences in the other column
