CR: Display email delivery status in Examiner filing history

### Description

Update the examiner filing history panel to present email notification-related events together with delivery status from the interactions API. Examiners should see whether a notification was delivered, failed, or is still pending, with per-recipient detail when multiple addresses were notified.

### Acceptance criteria

- Filing history displays delivery status for in-scope notification events.
- Multi-recipient notifications show individual recipient outcomes.
- Failed deliveries present sufficient information for examiner support and escalation workflows.
- UI behaviour is covered by automated tests; no regression to existing non-notification history entries.
