CR: Improve renewal notification email.

**Current Behaviour**
A renewal email notification is sent to all STR applicants, x, x and x days before the expiry date of the registration. The current email looks like this:

**Desired Behaviour**
Recommendations made by Maximus;
- Add instructions uinder "How to renew your registration" in email notifications (e.g., how to login, knowing your login source etc.).
- Include link to a resource guide?
- How to Login (source)?
- How to find your property?
- Click View button under the Actions column
- Click the Renew button in the To Do list of your registration.

**Reason for Change**
This change was recommended by Maximus for Continuous Improvement as it provides clarity to host as to what they need to do to renew their registration.
