CR: At time of renewal, allow hosts to change everything with some exceptions

At time of renewal, hosts can change everything except for address and their name if they are NOT in a PR area.

If they are in a PA area, they should not be able to change their address.

Need to consider that HMA wants some control over what they can control - perhaps go through an approval process.
