Data Fix: Ensure that all provisionally approved applications show up as registered - data fix legacy data

As an examiner, I would like all provisionally approved applications to be "closed out" so that when I open a provisionally approved registration and click on the view application link, I can no longer make a decision.

## Detailed description.

Ticket https://app.zenhub.com/workspaces/strr-65b2a7146835aa0cdf315b79/issues/gh/bcgov/strr/1436 has been raised to fix this problem in the code going forward, but we need a datafix that will clean up the legacy data.

For all provisionally approved applications in the system historically, please update the status and substatus so that the applcation status and substatus effectively close out the application so that no further changes can be made to the application. (Show as examiner dashboard filter: provisionally approved, host filter = approved) .

## Acceptance Criteria

Ensure that for all applications that have been provisionally approved, they show up as 'closed out / approved' so that staff cannot view the application and make changes to it.
