UI - LTSA Details Page Review - Make this an expansion panel

LTSA records are pulled for each application.

Create a panel to show the title information

To see LTSA Information the application should be:
- Own [specifically not renting]
- Not PR exempt
- Rental address does match SBCMailingAddress
- If business license is required and it is provided, otherwise move to next check
- PID is provided

Then it executes a LTSA title check.

IF there is no data - PID is incorrect then state invalid PID
