EMAILER - Refusal Email after NOC

for hosts and strata --- team lead is the only one that can use it

We will always send the Notice of Consideration first before refusing.

**Scenario:** When a host or strata-hotel application is **refused** after the NOC period ends, applicants will receive an email notification notifying them of the refusal. (Automated email)

**Given** an application for hosts or strata-hotels is in the NOC period
**When** they are refused
**Then** the system sends out an email notification automatically
**And then** the action is logged with details including username, timestamp and action name
**And then** users receive an email notification informing them they are refused

We need the language for the refusal emails for
