Description

## Actual Behaviour
Applications made for Properties in a Jurisdiction where STR is prohibited _but has no Business License or Principal Residence requirements_ are not being provisionally approved automatically.

## Expected Behaviour
Because of the business complexity surrounding reviewing individual Local Government bylaws to determine compliance, Applications where the Property is prohibited from STR use but has no Business License or Principal Residence requirements should be provisionally approved by the automation.

## Use Case
As an Examiner
I want to include Properties prohibited from STR use but for which there are no Business License or Principal Residence requirements to be provisionally approved automatically
So the Host can begin short term rental activities before a full review is completed.

## Acceptance Criteria
- [ ] **Scenario: Automatic provisional approval for applications with "No BL", "No PR", but "Yes Prohibited"**
- Given an application has no Business License, Principal Residence requirements, and is prohibited from STR use in a jurisdiction
- When the application is submitted for review
- Then the application should be automatically provisionally approved
