As a host, I want to edit the details of my application so that I can correct errors or provide additional information to respond to a Notice of Consideration.

- [x] Applications can be edited in certain statuses: New, NOC open; they cannot be edited when in progress, NOC closed or after the applications is refused
- [ ] If application details are edited that impact the fee payment, triggers refund or additional payment **Discuss with team. Consider policy alternatives if this is high effort
- [ ] Host must completed confirmation and authorization checkmarks again before submitting an edit
