Description
## Background
In accordance with regulations, registrants have 14 days to report any changes to their registration. The required updates in the legislation must be completed by the examiners as they may have implications to the pertinent details of the registration.

### Desired Business Outcomes
All fields should be editable by examiners on any registration that is either active or suspended, except the following:
- Rental Unit Property Address Province and Country. Must be located in BC
- Completing Party - original completing party may not be changed, but may be modified during renewal
Out of Scope:
- Any changes to unit type, type of space or unit set-up
### Desired User Outcomes
- Hosts can request updates and act in accordance to the legislation
- Examiners can edit information in a registration or application
### Technical Considerations
- Any edits or corrections made by the examiners needs to be kept in an audit log and visible in the history
- Edits to rental unit location should check against local government PR/BL rules
