Registration Edits by Hosts/Strata/Platforms

## Background
In accordance with regulations, registrants have 14 days to report a change to their registration, and those changes are covered by what Examiners can do to modify data in the Epic bcgov/STRR#1328. However, other data points considered adjacent to the pertinent information of a rental unit is also being collected in the registry. In order to facilitate making changes and keeping the registry up to date, a number of updates should be self-serve by the registrant, and not requiring the assistance of registry staff.

This will provide value to registry users by allowing certain changes to be done shortly after they occur without the friction of having to fill out forms, wait for staff, and have the immediate feedback that their information is up to date.

From a usability standpoint, the editable fields should be obvious from the non-editable fields, and the forms should be accessible and following best practices.

### Desired Business Outcomes
The following fields should be editable by hosts on their registrations that are either active or suspended:
- Property Host Preferred Name
- Property Host Date of Birth
- Phone/Fax
- Business Name (only if prop host is not a business)
- Business Tax Number (only if prop hist is a business)
- Add a Co-Host
- Add or Remove Property Manager

Hosts should not be able to edit any information on cancelled or expired registrations

### Desired User Outcomes
- Hosts should be able to log in to their registry dashboards and update information on active or suspended registrations
- Examiners should be alerted of the update
