## Background
Foundational knowledge about the overarching Renewals process, including key terms and concepts, are documented in ticket bcgov/entity#30721.
## User Scenarios
As the System
I want to designate a "Renewal Application" as an Application to extend an existing Registration, that has been submitted by a Host, for which payment has been received
So that business logic can be applied to determine the approval pathway for the Renewal Application.

I want to provisionally approve a Renewal Application that is not
