Bug -Strata: Scroll the page down after selecting Number Rental Units will change the number

While filling in Strata Hotel Information, User clicks to select the number of rooms and when scrolls down on the page to the next section, the numbers will change

Scenario:
1- Start a new Application for Strata
2- Go straight to the 3rd step: Add Strata Hotel Information
3- Go to the Number of Rental Units field and use the mouse to select the number of rooms using the arrows up or down
4- With the mouse still hovering this field, scroll up or down

Expect result:
The number of rental units shouldn't be changing

Actual result:
The numbers will increase if you scroll up and decrease if you scroll down.
