Disability form update

## User Story
As a ministry user we need to not have duplicate entries. Updates have been made to the verification form and the disability profile needs to align.

## Acceptance Criteria

### Disability status update

- [ ] There are two versions of impairments related to accessing stairs we want to unify them to one element

- [ ] Update the Ascend/Descend stairs to Ascend/Descend/Use stairs
- [ ] Merge the Using stairs option into the Ascend/Descend/Use stairs
- [ ] The Using stairs is the one that will no longer be available in the UI or historical data

- [ ] Add a new check box called Organizing Thoughts inserted into the alphabetical order.

### Historical data handling

- [ ] When any check box for either stairs element is selected ensure the remaining stairs check box is ticked

- [ ] Do not tick the new option of organizing thoughts for any currently complete disability profile (it will be blank for all previously completed disability profiles

API

- [ ] Make adjustments to the API design to allow for the sharing of the updated fields and that it wont break for any scenarios where the removed stairs option was present
