Issue: Parents duplication of fields

## User story
As a student I don't want my parents to be confused and double up on information in the parent declarations.

## Acceptance Criteria

Solutioning to be done. Key issue is that some fields such as voluntary contribution and assets are being duplicated by both parents. Likely a content solution. Can both edit and submit change requests to resolve so not critical.

This should likely be a content outcome to clarify as there is a possibility of each parent listing different assets and we should not created a max function in the assessment if it creates confusion the other way.
