Interface policy NOA

As a ministry user i need to see more information on NOA students so that i can assess DPT tasks and understand why they are receiving their funding.

**Acceptance Criteria**
- [x] Copy the contribution table and include it in the Full time interface policy panel.

- If calculatedDataInterfacePolicyApplies = yes the contribution table will be displayed (see table below)

**Additional Context**
- Reversing a change to the noa where we hide the Contribution table
- The reason this is needed is that when the student contribution would lead to a lower assessed need then the interface policy that is used instead.
- Currently ministry users are unable to determine if the assessment is moving forward properly as they do not have enough information.

**Technical Notes**
There is an issue when saving this form in the form.io editor whereby some static content sections are being removed on save.

We need to be aware of this when updating the form.
