Description
(Awaiting UI specs from Shannon)

Research direction
Await the UI specs from Shannon, then review the existing public and authenticated page layouts, including landing pages, to identify where the persistent footer belongs. Verify the four BC Government URLs, new-tab behavior, keyboard and screen-reader access, responsive display, and consistent coverage across applicable SIMS pages.
