Formio Regular Upgrade

Form.io ecosystem must be upgraded on a regular basis (a few times a year) to keep it updated.

## QA Notes

@astridSABC, please consider the following points that would require further QA review.
- Student application with more than one dependent, where the first one has no exceptions and the second one has exceptions, with the required document to be uploaded.
- Validate if the documents are still available for the student while viewing the submitted application.
- Validate exception description, including that the dependent name is displayed as expected for the Ministry approval.
- Validate if changing the dependent name would trigger a new exception.
- Changes affected all program years and intensities, but 2025-26 had different fixes for each intensity.
- Minor adjustments to the student application PIR while selecting custom program and/or offerings.
- Minor adjustments to the student application trusted contacts.
