eCert log: Content for log: Update: "student withdraw" to "active withdraw" etc.

**Describe the task**
As a Ministry user reviewing the logs for the application, the line for "has an active scholastic standing..." to be updated to include "active withdraw, non punitive withdraw, or a transfer on their application"

Transfer

Part-time-e-cert-integration queue:

- [ ] Change line "INFO: Student application has an active scholastic standing change with change type 'School transfer' or 'Student withdrew from program" to "INFO: Student has an active withdraw, non punitive withdraw, or a transfer on their application.
