As a ministry user, I want to be able to filter and/or sort the information in the Applications table

**Acceptance Criteria**

- [ ] second
- [ ] third

**Additional context**
Disability application form tag for when there is a learning disability

Train out flag appeal attached to the application

Exemption flag has an exemption appeal attached to the application

Sst change request flag exceptions
Scr wants exceptions types in exceptions list

Options
- Flag when exception exists
○ Have approval page
○ Approved change request
○ Approved exception

Flag one with exceptions
