View restriction modal: Displays institution user name with last action

**Task**
As an institution user, I should see the system user as the report for the restriction, not the institution user's full name

View restriction modal displays the institution users name when they perform an action then SIMS makes an update: e.g. SIN check, check to add a badge

**Expected Behaviour**
"System user" to be displayed instead of institution user

**Actual Behaviour**
Institution user names are populated in the "Created by" column

Preconditions:
Institution username that is not the same as your personal name

Institution portal

Scenario 1: Scholastic Standing

- [ ] Change last user to do an action on the students account (e.g. withdrawal of student) to the "system user"

Scenario 2: Student has a temp SIN, submitted an app with a PIR (PIR has not been attached), Institution attached the PIR, then the SINR restriction was added

- [ ] Change last user to do an action on the students account (e.g. PIR) to the "system user"

SBST: 4798 and 4799

Another ticket will need to be created for Task completion from the Institution side so they can view who did the withdrawals (etc.
