Add additional tabs to coe and remove after end date coe from pending

Description
As a ministry and institution user i do not want the institution to be able to action the coe after end date has passed. This is because instiutions cannot resolve these after end date and they are canceling them to remove them from their list impacting students.
**Acceptance Criteria**
Institution user only
- [ ] Move to past coe to not allow institutions to action these as it creates confusion
- [ ] They should not exist for the institution as they are not eligible to action them
- [ ] Create new tabs seperate from upcoming for completed
