Bulk Upload Revamp BC Private: Bulk uploads Updates: Blended/Online offerings

**Describe the Bug**
BC Private institution: When they do a bulk upload for online/blended offerings, no options for offering mode or total duration of online delivery are selected

**Expected Behaviour**
### JOSH - what option should be selected by default

BC Private only

OOP: Mode of delivery: Additional questions out of scope
International: Mode of delivery Additional questions out of scope

**Actual Behaviour**
No required options are selected

Blended

Online

Note: Bulk upload on production March 18th.

** Steps To Reproduce**
BC Private institution that has programs that allow for blended offerings with an SABC program code

Steps to reproduce the behaviour:
1. Import the bulk upload with no errors
2. Goto the program with the bulk uploads
3. Select the offering with study delivery 'onsite'
4. Note no offering mode required
5. Return to Program Detail page
6. Select the offering with study delivery 'online'
7. Note the offering mode required options (no options are selected)
8. Return to Program Detail page
9. Select the offering with study delivery 'blended'
10. Note the offering mode required options (no options are selected)
