MIN: Pending items (partner/parent) to be completed then submit CR to MIN for review

**As a** *Ministry user* **I want** *any pending items such as Parent/partner information to be completed* **So That** the Ministry user has all the information needed before they review the change request.

- [ ] Update the workflow order so partner declare/parent declare information is completed before the change request is submitted
- [ ] TBD: Update tracker card to have bullet item that it is waiting for partner/parent declare information (review this)

-Ministry receives an email when their is a pending change request, however, the partner/parent information has not been completed yet
- Update the order that the partner/parent information needs to be completed before the CR is received by the ministry user

Trace the change-request workflow from partner/parent declaration through Ministry submission, then review the related tracker card and pending-change-request email behavior. Confirm where both partner and parent information are handled; done means those items are completed before submission and the tracker status accurately reflects any pending information.
