MIN: Hide Ministry user from adding a "System" note type

As a ministry user, I want the "system" note to be hidden from the note type dropdown list as I should not be adding a system note.

- [ ] Hide "System" from the note type dropdown list

Current:

Env: DEV, TEST, STAGING

**Actual Behaviour**
Error message displays and a note is not added "Unexpected error while adding the note."

### Steps To Reproduce

1. Go to the Ministry user
2. Search for any student that you can add a note
3. Click "Create new note" button
4. Select "System" from the dropdown list [Should this be here?]
5. Add a note in the note free form text field
