Description
**User Story**
As a ministry user, I want to know if I'm not viewing the most current application version. This will ensure I'm making the correct decision, providing the correct information and understand why there may be an error with any decisions I'm trying to submit.
**Acceptance Criteria**
- Can show banner when a comparison between app version and current app version is not matching.
