Offering change institution request table change

## User story
As a ministry user I need to be able to filter the information on the offering change request table.

## Acceptance Criteria

- [ ] Add a new filter that filters based on the status
- [ ] Filter chips
All | Ministry | Student

- [ ] Mapping for the filter to each status

- Student = In progress with student
- Ministry = In progress with SABC

- [ ] Filter chips will be single select
- [ ] Base line when accessing the page will be All
- [ ] Move the search function along with the new filter inside the table as per our new approach (appeals queue for reference)
- [ ] Change Appliction # to Application number
