Bulk uploads: Column names to be renamed then update instructions

As an institution user, I want the bulk upload instructions and instructions to match the UI so that I have a full understanding what is required

**Acceptance Criteria**
- [ ] Update "Program Related Costs" to "Books and Supplies"
- [ ] Update "Exceptional Expenses" to "Exceptional Costs"

**Additional context**
-SBST - 4512
- Institution users have been using the bulk upload spreadsheet and this would create another version which would impact their current usage
- SIMS bulk upload spreadsheet is not used within Banner
- SIMS bulk upload functionally works

- DEVS confirmed that the column names in the Bulk Uploads spreadsheet are hardcoded in SIMS for the spreadsheet

When DEV work is completed, outside of SIMS update instructions, spreadsheet and submit to be posted on website
