**Describe the Bug**
An active institution restriction other then SUS restriction will prevent bulk upload from working.
Bulk upload logic looks for program and location match for an active restriction, with a REMIT or other institution restrictions other then SUS restriction the program is NULL.

Apply the remit restriction to an active institution
Try to complete bulk offering upload for a program
