Description
**As a** *Ministry user* **I want** *the All restrictions table to be in date added order* **So That** *I can see the latest restriction added to a particular location*
**Acceptance Criteria**
- [ ] Keep default display with status "Active" restrictions at the top
- [ ] When a resolved restriction is added, keep latest restriction resolved at the top of the table OR keep latest resolved restriction at the top of the All restrictions table by location
**Additional Context**
- The resolved restriction is displayed in location + program name + earliest date ?
