BUG: 3.0?: eCert number displays for institution user (only for Ministry user)

**Describe the Bug**
Institution user can view the Cert number that is only for the Ministry user

**Expected Behaviour**
Institution user to view only the date of disbursement similar to the student

Ministry user to see the Date of disbursement, Date sent and the Cert number

Institution user also has the Cert number

#### Steps To Reproduce
(For both intensities)

FT Student has submitted a happy path application all the way to completed status and the full-time e-cert integration has been run

Steps to reproduce the behaviour:
1. Login to the institution portal
2. Select "students" in the left pane
3. Enter the students name and press ENTER
4. Click "view" for the student
5. Select "Applications" tab
6. Click "view" in the completed changes table for the original assessment
7. Note the section below the enrolment confirmed date

Note: Put it as Full-full because if they are not supposed to view it, to remove sooner than later.

Start by reproducing the issue in the institution portal using the listed steps, then compare the completed application view with the ministry-user view. Check the section below the enrolment confirmed date and verify that institution and student users see only the disbursement date, while ministry users also see the date sent and cert number.
