Previous Assessments: Disable or hide Confirm enrolment button

**Describe the task**
As a ministry user, I want to have the "confirm enrolment" button disabled or hidden when there has been a cancelled second disbursement.

**Acceptance Criteria**
- [ ] Hide or disable "Confirm enrolment" on a cancelled disbursement
- [ ] Other times when this needs to be disabled [TBD]

**Additional context**
- When a second disbursement is cancelled there is a confirm enrolment button that the user can select and select confirm enrolment now on the confirm enrolment modal.

An error is displayed.

Start by locating the Previous Assessments view, the "Confirm enrolment" button, and the confirm enrolment modal, then reproduce the flow with a cancelled second disbursement. Trace how the cancelled disbursement state reaches the button and define the remaining disabled cases before verifying that the button cannot trigger confirmation.
