Description
**User Story**
As a ministry or finance user, I need to view legacy student profiles from SFAS once they're no longer available (in SFAS). This also includes viewing all of the legacy information we have about them: application data, overawards, restrictions. Eventually I may need to add bankruptcy restrictions to students who are no longer active students and may never have a profile in SIMS. This restriction must be in place so IF they ever become a student again, their SIMS profile will include any restrictions based on legacy loan information.
