Description
**Describe the task**
As a student user, I want the error handling information to reflect the question so that I have a clear understanding of what needs to be fixed
**Acceptance Criteria**
- [ ] Update content in the "Please fix the following errors before submitting" from "Dependent is required" to "Is your spouse/common-law partner considered a dependant" is required"
- [ ] Update content below the "No" radio button from "Dependent is required" to Is your spouse/common-law partner considered a dependant" is required"
- [ ] Minimum change from "dependent" to "dependant"
**Additional context**
- SIMS error handling adds the question at the top of the page and underneath the last option
- Note: Minor: The entire page has inconsistency for how errors are handled. E.g. Citizenship has "Citizenship and Residency"

Sample of other format with the question at the top of the page and at the question

Research direction
Search the repository for the existing “Dependent is required” text and identify the spouse/common-law partner question’s error-display locations. Update both messages and verify that the wording reflects the question and uses “dependant” consistently.
