INS: Disable "Add Offerings" button when Programs are in "Pending" status

**As a** *Institution user* **I want** *the offerings button disabled when programs are in "Pending" status* **So That** If I need to edit the program then I can just change it before any other offerings are allowed.

**Acceptance Criteria**
- [ ] If Program is in "Pending" status, make "Add offerings" button disabled until program approved

- Once an offering is attached to a program - regardless of its approval status - the program becomes locked and is no longer editable (meaning the only workaround is for the institution to deactivate the program and re-enter it if an error was made)
-The alternative process would be to reach out to the institution to request they do not enter offerings until a program is approved. This cannot always be caught in time as they will enter the offerings right away after entering program. Normally if a program goes to a pending status there is a high likelihood that it will not be approved due to not meeting some requirement and causes additional work for IPDT and the institution
- There is significant additional workload for both IPDT and Institutions and there not being an ability to remove a program if it is deactivated. With the upcoming push to add in all institutions to SIMS this could become a large volume of additional work for IPDT and Institutions starting in March to the upcoming program year.

Start by locating the frontend implementation of the "Add offerings" button and the program status handling. Verify the current behavior for programs in "Pending" status, then confirm the button remains disabled until the program is approved.
