Description
**As a** *institution user* **I want** *a file uploader* **So That** *I can submit any exceptions or other supporting documents the Ministry requires*
**As a** *ministry user* **I want** *a file uploads tab* **So That** *I can provide the institution with files/forms that they need to fill out [YTBD]*
All institution types: BC Public, BC Private, etc.
### Acceptance Criteria
### Institution
- [ ] All institutions can use this uploader
- [ ] Add "Manage Files" in the left pane under "Manage User" in the "Manage Institution" section [TBD location, name etc.]
- [ ] Add new page: "Manage Files" [YTBD]
- [ ] Content [YTBD]
- [ ] Add standard SIMS file uploader validation
- [ ] Send notification to the Institution user that a file has been received
### Ministry [Would this be required for the Ministry user to provide a file for the Institution to fill out similar to student]
- [ ] Add "File Uploads" section tab to the LEFT of Notes tab on the Institution Details page
- [ ] Add "File Uploads" section
- [ ] No file uploads: Use kitten with bouncing ball
- [ ] No file uploads: Add content "No file uploads found."
- [ ] Add "Upload file" button
- [ ] Add standard SIMS file uploader validation
- [ ] Send notification to the Ministry user that a file has been received

**Additional context**
-Offering uploads is already a link at the bottom left, need to make sure that exception files are uploaded in a different location
- IPDT requires a file uploader for institutions to submit supporting documentation through SIMS.
- Add institution profile page [TBD].
- Institutions will need to upload documents to support program approvals, and institution information when submitting new designations
