PIR and Request a Changet: Add "Program Year" section, label, and Program Year

**Describe the task**
As an institution user, I want to have a "Program Year" label and the actual program year (e.g. (2025-2026) added to the PIR and Report a Change View Application pages so that I can know immediately what program year the application is in.

### Acceptance Criteria

**Program Info Requests View Application page: New Section "Program Year"**
- [ ] Add "Program Year" label beside "Study Delivery"
- [ ] Add dynamic program year below Program Year label "(20XX - 20YY) - Aug 01 20XX - July 31 20YY)

**Report a Change View Application page: New Section "Program Year"**
- [ ] Add "Program Year" label above "Study Delivery"
- [ ] Add dynamic program year below Program Year label "(20XX - 20YY) - Aug 01 20XX - July 31 20YY)

- Do we want "archive" in a separate ticket (see SBST 3986)
- Could there potentially be a fourth category, if needed, "archives" in the green streak area??

Locate the Program Info Requests and Report a Change View Application pages, then read how their Study Delivery sections obtain and display application data. Add the Program Year label and dynamic date range in both pages, and verify that each shows the correct year in the requested position and format.
