Description
As a ministry user I need to be able to withdraw a student. This is important when a ministry user needed to confirm enrolment and the institution is not available or in other niche scenarios such as a school closing.
**Acceptance Criteria**
- [ ] Create a new function to allow ministry users to withdraw students TBD feature requirements place holder for future work
- [ ] Specific role access
