Institution PIR Queue - SUbmitted Date showing UTC

**User Story**
As an institution user, when I'm viewing applications in the PIR dashboard I want to make sure the dates are consistent.

**Current Behaviour**
In production, this application was submitted on Dec 21 2025 17:36:

Viewing it in the PIR dashboard, the institution is shown a submitted date of Dec 22:

**Acceptance Criteria**
- [ ] Review all tables that have a "Date" record and ensure they are displayed in PST

Start in the PIR dashboard and inventory every table containing a Date record, since the issue does not name specific files or tests. Reproduce the submitted-date discrepancy shown in the examples, then review each listed table for consistent PST display. Done means all applicable date values are displayed in PST and the acceptance criterion is satisfied.
