Description
**User Story**: As a SIMS team, we should organize our GitHub env variables and move any GitHub secrets that are not sensitive into env variables. Previously, this capability was not available.
**Acceptance Criteria**
- [ ] Identify, along with the GitHub secrets, any entry that is not considered sensitive.
- [ ] Create a list and review it with a gov technical branch representative.
- [ ] Move them from secrets to vars and adjust their references in GitHub Actions, including parameters passed between workflows.
