**User Story**
As a student, I want to apply for any eligible funding for my study period and have my new study period reported to NSLSC. When I receive funding for a study period, it means that any prior loans are not in a repayment state while I'm still a funded student. If I don't receive any funding as a result of deductions (previously funded, restrictions, overawards), I still expect my study period to be reported.
As a system, SIMS is not going to track in-study periods and report to NSLSC. SIMS will need to communicate to students when the final result of an assessment and/or disbursement calcs is $0 and also **not send** an ecert request when the total effective amount is $0.
**Acceptance Criteria**
- [ ] When the disbursement is calculated for ecert and the total award is $0:
- [ ] Continue to keep final award values displayed and treat as final values
- [ ] Do not send on ecert
- [ ] $0 Final Award should update the funding summary page:
- [ ] New Disbursement badge (x No Funding)
- [ ] Do not display ecert sent date, use "Final award date: ((ecert calculation date))"
- [ ] New "what does it mean" for `X No Funding`: _After all deductions, there is no award amount to be disbursed. If you need to maintain your In-study payment-free status on existing loans, apply online through your [National Student Loan Service Centre (NSLSC) account](https://www.csnpe-nslsc.canada.ca/en/home)._
