MIN/Inst/Student users when there is a blank form some have "There's nothing to see here yet" or more specific "No enrolment records found"

- Review list of tables to determine the content that needs to be updated

- [ ] Institution locations: Update "All locations" section when there are no locations to be displayed with the Cat with a bouncing ball
- [ ] Add "No locations found."
