**Describe the task**
This issue addresses the study period offerings for the institution user where decimals are displayed for the funded study period days and unfunded study period days when there are two sets of study breaks and the combined study breaks exceeds the 10% threshold
E.g. 235.6 for funded study period days and 0.4 for unfunded study period days
