Ministry and Student: Comments for uploaders (password protection)

**As a** *Student and Ministry User* **I want** *to have a comment box available in file uploader* **So That** *it speeds up communication between Student and Ministry*

JIRA ticket 3503
Criticality: Medium, causes extra work. Manageable in PT with workaround but should be highly considered for FT.

Background from BST team:

- Having a comment box available for uploads in file uploader. Sometimes files are uploaded with no context or password protected. Would help for triage and negate need for some back and forth between Ministry and student.
- Ministry and students. For Ministry extra time must be used to figure out context before triaging, which may include contacting student. For password protected documents, a letter must be sent notifying we could not open document and to reupload a password free document.
