BUG: Institution declines PIR

**Describe the Bug**
As Institution, when I try to decline PIR, the drop down list for "Deny reason" doesn't display properly.

**Expected Behaviour**
Display the list of values under Deny Reason

**Actual Behaviour**
List is not showing properly: only the first value in the list is being displayed and the rest is cut off

** Steps To Reproduce**
Steps to reproduce the behaviour:
1. Go to 'Student portal' and submit application that requires PIR
2. Go to Institution Portal -- > Program Information request
2. View application from step 1, and click "Deny program information request"
3. Under "Deny reason" try to pick a value from the list
4. See error
