Description
### User Story
As an institution user I want my computer allowance to be collected and shown separately from the books and supplies at least from an institution and ministry view perspective. This is to show true costs that make up the books and supplies and allow for proper data collection.
Acceptance Criteria
- [ ] Create a new field that collects computer allowance as a part of the offering questions
- [ ] Have this value combine with the books and supplies to reach the books and supplies limit
- [ ] Books and supplies filed and computer allowance field are validated together using current policy
• 12–17 week study period: $1,500 books/supplies (including computer/technology costs of up to $250, if applicable)
• 18–34 week study period: $3,000 books/supplies (including computer/technology costs of up to $350, if applicable)
• 35–52 week study period: $3,000 books/supplies (including computer/technology costs of up to $500, if applicable)
Moving toward full time SIMS I would like to suggest a change to how SABC manages assessing the computer allowance. This is not a change to the policy but how it is operationalized.
BC is the only jurisdiction which requires the FAOs to calculate and embed the computer allowance within the book and supply costs entered in the IA.
Two issues with the current approach:
Because the amount is embedded within the book and supply there is no way for SABC to know if there is an amount included nor the ability to track for program year limits across applications.
Moving to weeks based funding will result in the computer allowance needing to be manually adjusted each time a term switches from 17 to 18 weeks or the reverse as the computer allowance amount changes at 17 and 18 weeks. Schools will also have to manually adjust back the amount in subsequent years when the durations will change again.

Research direction
No files or tests are named. Start by tracing the offering questions and the existing books-and-supplies validation and views, then use SBST-3477 for context; done means computer allowance is collected and shown separately while both values count toward the applicable policy limit and are validated together.
