Scholastic Standing Offerings - Update cloning

**User Story**
Currently, when a scholastic standing offering is created it is cloned based on a number of fields of the original offering. This includes offering status, and the parent/preceding offering references. This process was built long before other significant functionality and needs to be updated to ensure cloned scholastic standing offering is accurate and can be reverted in cases like Scholastic Standing Reversal.
